El Gobierno Nacional, queda facultado para apropiar en los Presupuestos Nacionales de las vigencias fiscales de 1973 y 1974, la suma de veinte millones de pesos ($ 20.000.000.00) realizando las operaciones de crédito a que haya lugar y/o adicionando los presupuestos ordinarios de las vigencias respectivas.
