Las entidades descentralizadas y en especial las del sector agropecuario, en coordinación con el Instituto Colombiano de la Reforma Agraria, están obligadas a financiar y asesorar prioritariamente a las empresas comunitarias y en consecuencia, deberán apropiar los fondos y disponer los medios adecuados para garantizar la consolidación socio-económica de la población rural vinculada a este tipo de asociación.
