Información y capacitación al usuario. La entidad suministrará al usuario la información que le permita manejar racionalmente el servicio de acueducto. Dicha información podrá ser incluida en la factura o en boletines adjuntos a ésta. En caso de utilizarse boletines, el costo de los mismos correrá por cuenta de la entidad. SECCION SEGUNDA.
