Libre acceso a los servicios. Toda persona en las condiciones previstas en este reglamento podrá solicitar de la entidad y obtener de ella la prestación de los servicios de acueducto y alcantarillado. La entidad no podrá obligar a ninguna persona natural o jurídica a que conecte un inmueble a la red pública de acueducto, pero podrá obligarla a conectar un inmueble a la red pública de alcantarillado.
