Principios que regulan la prestación de los servicios. Los servicios públicos de acueducto y alcantarillado deberán ser prestados a la comunidad de manera continua y eficiente, procurando proporcionar soluciones efectivas a las necesidades colectivas. Para tales efectos, la entidad deberá utilizar, en la forma más adecuadas y de acuerdo con las condiciones imperantes, sus recursos humanos, técnicos y financieros de manera tal que pueda asegurar el sostenimiento, desarrollo y ampliación de los servicios.
