El presente Decreto rige a partir de la fecha de su publicación y deroga todas las disposiciones que le sean contrarias especialmente las contempladas en los Decretos 648 de 1973; 294, 369 y 1770 de 1975; 1529 de 1978; 2886 y 2887 de 1981 y 756 1984.
