Los organismos y entidades que reciban recursos de la Nación deberán reiterar a la Tesorería General de la República los saldos de vigencias fiscales anteriores, que no se encuentren debidamente comprometidos y constituidos como reservas en la fecha que se establezca. Los Ordenadores de Gasto y los Tesoreros o Pagadores responsables del manejo de estos recursos, reintegrarán sin excepción estos valores en favor de la Tesorería General de la República.
