Las reservas de caja de los organismos y entidades que forman parte del Presupuesto General de la Nación, se constituirán directamente por los empleados de manejo de las tesorerías, con la aprobación del Ordenador de Gasto respectivo y se refrendarán por la Auditoría Fiscal. Las reservas se constituirán a 31 de diciembre de cada año, siempre que se certifique que los bienes y servicios fueron recibidos a satisfacción.
