Las Juntas o Consejos Directivos no podrán aprobar modificaciones a los acuerdos mensuales de gastos internos, cuando excedan el monto autorizado en el Programa Anual de Caja y si se hiciere Indispensable superar dichos montos, se requiere de previa modificación del mismo por parte del Consejo Superior de Política Fiscal, Confis.
