Cuando se presente la necesidad de celebrar contratos que comprometan más de una vigencia fiscal, los organismos y entidades que forman parte del Presupuesto General de la Nación deben solicitar autorización previa al Consejo Superior de política Fiscal, Confis. Cuando se trate del Presupuesto de Gastos de Inversión, se requiere además, certificación del Departamento Nacional de Planeación en la que se indique la inclusión del proyecto a realizar en el Plan Operativo Anual de Inversión.
