Las Oficinas de Planeación o las dependencias que hagan sus veces, son las encargadas de presentar a la Dirección General del Presupuesto, en los plazos y términos que se prescriban, el anteproyecto de presupuesto del organismo y de sus respectivas entidades adscritas y vinculadas, sin exceder el monto de las cuotas fijadas.
