º La convocatoria para la elección se hará por el Presidente de la Federación Nacional de Pensionados Ferroviarios de Colombia "FENALPEFER", mediante comunicación escrita dirigida a cada una de las Asociaciones de Pensionados de la Empresa Ferrocarriles Nacionales de Colombia en liquidación, que tengan personería jurídica, federadas y no federadas, en las que se indique el objeto de la convocatoria, el lugar, fecha y hora de la reunión. La comunicación a que hace referencia el presente artículo, deberá hacerse llegar a su destinatario mínimo con ocho (8) días de anticipación a la fecha de la reunión. El Presidente y Secretario de la Federación Nacional de Pensionados Ferroviarios de Colombia, asistirán al acto de elección y tendrán voz pero no voto.
