Transitorio. Hasta el 13 de mayo de 1994 las entidades estatales podrán contratar directamente sin que se requiera que las invitaciones a contratar, las solicitudes de oferta o cotización que formulen y las ofertas o cotizaciones que reciban deban cumplir con lo dispuesto en este Decreto. En todo caso deberán aplicarse los principios de economía, transparencia y selección objetiva.
