Para la celebración de los contratos de que trata este decreto, y siempre que existan igualdad de condiciones, las entidades estatales podrán seleccionar preferentemente a las cooperativas, microempresas, fundaciones, juntas de acción comunal, y en general a entidades de naturaleza similar del lugar donde deba ejecutarse el contrato.
