º . Las entidades estatales podrán contratar directamente en los casos expresamente señalados en la Ley 80 de 1993, y deberán ceñirse a lo establecido en este reglamento, sin perjuicio de lo previsto en el Decreto 2681 de 1993 y disposiciones complementarias.
