Cuando se trate de declarar la insubsistencia del nombramiento de un funcionario escalafonado deberá oírse previamente el concepto de la respectiva Comisión de Personal. Dicho concepto se referirá al cumplimiento de los procedimientos y normas que regulan la calificación de servicios.
