º Créase una Junta compuesta por los Ministros de: Gobierno, Justicia, Defensa Nacional, Agricultura, Trabajo y Seguridad Social, el Gobernador de Antioquia y el Consejero Presidencial para la Reconciliación, Normalización y Rehabilitación, para que elabore, a propuesta del Jefe Militar, el Plan de Rehabilitación Económica y Social del área, el cual se presentará al Gobierno para que provea a su legalización.
