Con el fin de conjurar la situación a que hace referencia la parte motiva del presente decreto, declárase el Estado de Emergencia Social en los municipios limítrofes con la República Bolivariana de Venezuela, descritos en el Anexo número 1, por el término de treinta (30) días, contados a partir de la fecha de esta declaratoria.
