Reasígnase al Ministerio de Cultura, la función de llevar el registro del Número Internacional Normalizado para Publicaciones Seriadas (ISSN) en Colombia, asignada al Instituto Colombiano para la Evaluación de la Educación (ICFES) por el inciso 2° del artículo 11 de la Ley 98 de 1993. La función reasignada será desarrollada por el Ministerio de Cultura, a través de la Unidad Administrativa Especial Biblioteca Nacional.
