Cuando surgiere la necesidad de que se cumplan comisiones imprevistas, urgentes e importantes, la Secretaría General de la Presidencia de la República podrá dispensar del cumplimiento de alguno o algunos de los requisitos antes indicados, pero siempre serán necesarios el decreto o resolución contemplados en los artículos 2º y 6º
