Toda almacenadora debe cumplir con una relación entre la capacidad volumétrica instalada de almacenamiento estacionario y el volumen de cupos manejados no menor del 25%. En ningún caso se autorizará el manejo de nuevos cupos a almacenadoras cuando por esta causa se disminuya el porcentaje indicado.
