Artículo segundo. Para cubrir los gastos que ocasione el cumplimiento del presente Decreto, el Ministerio del Trabajo, podrá girar contra el "Fondo Rotatorio de Seguros Sociales", establecido por el Decreto ejecutivo número 3182 de 1947.
