ARTICULO 23 . La aprobación por el Instituto Colombiano para el Fomento de la Educación Superior, ICFES, de nuevos programas académicos en la Universidad Pedagógica Nacional que impliquen costos adicionales en el presupuesto, requerirán el concepto previo y favorable del Ministerio de Hacienda y Crédito Público, Dirección General del Presupuesto, sobre la disponibilidad de recursos para financiar dichos programas.
