º. ECOPETROL entregará a las entidades territoriales avances mensuales sobre las participaciones en regalías de cada trimestre. El Ministerio de Minas y Energía destinará el precio básico de que trata el presente Decreto y hará las liquidaciones respectivas; trimestralmente. Si al efectuar la liquidación de un trimestre resultare un valor superior a la cantidad pagada mensualmente por ECOPETROL como avance sobre las participaciones con cargo a este trimestre el saldo a favor de la entidad territorial será pagado por la Empresa Colombiana de Petróleos dentro de los quince (15) días siguientes. Si tal liquidación fuere inferior, el saldo a favor de la Empresa Colombiana de Petróleos, se descontara del valor que corresponda a la respectiva entidad territorial en el siguiente trimestre o en trimestres posteriores hasta su total compensación.
