La infracción al artículo 1° y a los dos (2) últimos incisos del artículo 15 producirá el abandono de la mercancía sin necesidad de declaración de la autoridad administrativa. Dentro de los treinta (30) días siguientes l incumplimiento o a la retención, el interesado previo pago de una multa ascendente al valor de la mercancía podrá acogerse a lo señalado en el artículo 30.
