Las encomiendas postales y los envíos por correo procedentes de San Andrés y Providencia, a su llegada a cualquier lugar del territorio nacional, recibirán un trato similar a las procedentes del exterior. En cambio, las que lleguen del exterior al Puerto Libre gozarán, si procede, de las franquicias señaladas en este Decreto.
