ARTICULO 2 º . Del empleo. Se entiende por empleo el conjunto de funciones, derechos, obligaciones y responsabilidades señalados en la Constitución, la ley, el reglamento, o asignadas por autoridad competente, que han de ser atendidos por una persona natural, para satisfacer necesidades permanentes de la Administración Pública.
