Artículo primero. A partir de la fecha del presente Decreto, quedan terminantemente prohibidos en los Departamentos del Tolima, Huilá y Cundinamarca, los cultivos de soca y el abandono de las plantaciones de algodón, siendo obligación de los cultivadores destruír los despojos de las mismas a más tardar quince (15) días después de terminada la recolección.
