Los funcionarios aduaneros son nombrados para todo el territorio nacional, con disponibilidad permanente, pero para el ejercicio de sus funciones serán ubicados en una dependencia y localidad específicos, conforme a las necesidades del servicio; el cambio de ubicación no implica desmejora laboral.
