º Adiciónase el artículo sexto del Decreto 1246 de 1974 sobre las participaciones en regalías, con el siguiente

Parágrafo

En los presupuestos de las entidades territoriales que señale el Gobierno Nacional, previa recomendación del Consejo Nacional de Seguridad, un veinte por ciento (20%) de los recursos procedentes de las regalías a que se refiere el inciso tercero del artículo 360 de la Constitución Política, deberá destinarse a los Fondos de Seguridad, los cuales deberán programarse y ejecutarse en coordinación con los lineamientos del Consejo de Seguridad correspondiente a la respectiva entidad territorial".
