ARTICULO 1o. La contribución creada mediante el Decreto 2009 de 1992 deberá ser pagada por los contratistas cuando la respectiva licitación haya sido abierta con posterioridad al 1° de enero de 1993 o, en los casos en que no haya habido licitación, cuando la oferta o cotización se haya presentado a las entidades de derecho público a partir del 1° de enero de 1993.
