Presupuestes para recurrir . Para interponer los recursos que versen sobre una liquidación o cuenta adicional respecto de los impuestos que ocasione la importación o exportación, será necesario constituir garantía bancaria o de compañía de seguros a favor de la Nación, por el término de un año y por el valor de las sumas en discusión. No será necesario la constitución de la garantía cuando no se hubiere concedido el levante, quedando la mercancía pendiente de la decisión final, o el recurrente sea una entidad oficial.
