Prohibición de ventas al por menor . No podrá realizarse venta de mercancías al por menor dentro de las zonas francas. Se exceptúa la venta de mercancías que estén en libre circulación y que se expendan en restaurantes, cafeterías y demás establecimientos destinados a prestar servicio a las personas o entidades que desarrollen actividades dentro de la jurisdicción de la zona franca y cuyo funcionamiento haya sido previamente autorizado por la Dirección o Gerencia de la misma.
