Alcance del régimen aduanero de las zonas francas. Las mercancías que se introduzcan a las zonas francas se considerarán fuera del territorio aduanero respecto de los derechos de importación y exportación. Estas zonas deben estar sujetas a los controles aduaneros establecidos en el presente Decreto.
