Sanciones por incumplimiento. El incumplimiento de las obligaciones previstas en este Capítulo dará lugar a la imposición de multa al Capitán del medio de transporte o al representante en el país de la empresa transportadora, equivalente al doble de los derechos de importación de las mercancías objeto de la infracción, sanción que será impuesta por el administrador de aduana, sin perjuicio de las acciones a que hubiere lugar.
