Sólo podrá reclamar la mercancía el declarante o su agente de aduana, previa presentación de todos los documentos que lo acrediten como titular de la misma, incluida la certificación que emita el transportador o su agente sobre cancelación de fletes, alquiler de contenedores y/o contribución a la avería general o gruesa.
