Cambio de declarante. El administrador de la aduana podrá autorizar que el titular de las mercancías transfiera sus derechos antes de la presentación de la declaración de despacho, siempre y cuando no infrinja las normas del Código de Comercio y las disposiciones de comercio exterior pertinentes.
