El nivel especialista agrupa aquellos empleos cuyas funciones y naturaleza demandan la aplicación de conocimientos profesionales especializados en materia tributaria, económica, jurídica, contable y en todas aquellas ciencias necesarias para garantizar la eficacia de la gestión de la administración tributaria.
