º. El presente Decreto rige a partir de la fecha de su expedición, suspende las disposiciones que le sean contrarias, en especial el numeral 4 del artículo 26 del decreto 132 de 1995 y regirá por el tiempo que dure la conmoción interior, sin perjuicio de que el Gobierno Nacional prorrogue su vigencia en virtud de lo dispuesto en el inciso tercero del artículo 213 de la Constitución Política.
