ARTICULO 24 . El presente Decreto rige a partir de la fecha de su publicación modifica en lo pertinente los Decretos 721 y 897 de 1978, 1434 de 1982, 458 de 1984, deroga los Decretos 3493 de 1986, el 89 de 1990, 47 de 1993 y demás disposiciones que le sean contrarias y surte efectos fiscales a partir del 1º de enero de 1994.
