El presente Decreto rige a partir de la fecha de su publicación, deroga los Decretos-leyes 079 y 080 del 19 de enero de 1976; el Decreto-Ley 1119 del 7 de abril de 1986; el artículo 14 del Decreto-ley 2406 del 20 de octubre de 1989; los Decreto-leyes 2408 y 2409 del mismo año, y las demás disposiciones que le sean contrarias.
