A partir del conocimiento de las políticas, metas institucionales y estratégicas, el evaluador y evaluado definen la participación de este último en los procesos inherentes a su cargo. En esta etapa el evaluador y evaluado llegan a un acuerdo sobre metas en función de las prioridades de la Institución, del Area y de los procesos respectivos.
