ARTICULO 17 . CALIDAD DEL EVALUADOR. Toda evaluación debe ser realizada por un Oficial de las Fuerzas Militares en servicio activo. Cuando la jefatura o dirección de un servicio, departamento o repartición militar sea desempeñada por un funcionario civil, éste elaborará un informe, el cual se remite al respectivo superior militar con el fin de efectuar la evaluación correspondiente, la cual debe ser conocida por dicho funcionario civil. Si este último no comparte esta evaluación, deberá enviar sus comentarios a la autoridad revisora respectiva.
