Formulación de quejas por violación de Derechos Humanos. Cuando se formulen quejas por violación de los Derechos Humanos, el Defensor del Pueblo o su delegado, verificará los hechos, hará una evaluación sobre las pruebas que se le practiquen y pasará su actuación a la autoridad competente. Si quien vulnera los Derechos Humanos es un particular, el Defensor del Pueblo o su delegado lo instará públicamente. TÍTULO IV DISPOSICIONES FINALES
