El Defensor del Pueblo desarrollará la estructura orgánica y funcional de la Defensoría del Pueblo en lo no previsto en el presente decreto ley, sin establecer a cargo del tesoro público obligaciones que excedan el monto global fijado para el respectivo servicio en la ley de apropiaciones.
