ARTICULO 38. El artículo 170 del Código Contencioso Administrativo quedará así: "Artículo 170 CONTENIDO DE LA SENTENCIA. La sentencia tiene que ser motivada. Debe analizar los hechos en que se funda la controversia, las pruebas, las normas jurídicas pertinentes, los argumentos de las partes y las excepciones con el objeto de resolver todas las peticiones. Para restablecer el derecho particular, los Organismos de los Contencioso Administrativo podrán estatuir disposiciones nuevas en reemplazo de las acusadas, y modificar o reformar estas".
