ARTICULO 9 º El artículo 66 del Código Contencioso Administrativo quedará así: "Artículo 66. PÉRDIDA DE FUERZA EJECUTORIA. Los actos administrativos son obligatorios y pueden ser suspendidos o anulados por la Jurisdicción de lo Contencioso Administrativo. Pierden fuerza ejecutoria en los siguientes casos

Por suspensión provisional o anulación.

Cuando reconozcan derechos a la administración si, al cabo de cinco (5) años de estar en firme, no han sido ejecutados.

Por pérdida de vigencia".
