ARTICULO 4 º El artículo 52 del Código Contencioso Administrativo quedará así: "Artículo 52. REQUISITOS. Los recursos deberán reunir los siguientes requisitos

1.

Interponerse por escrito, dentro del término legal, personalmente por el interesado o mediante apoderado.

2.

Sustentarse con el fin de señalar los motivos específicos de la inconformidad.

3.

Si se interpusiere el recurso de apelación, a voluntad del recurrente, solicitar la práctica de pruebas y relacionar las que pretenda hacer valer.

4.

Indicar el nombre y la dirección del recurrente.

5.

Acreditar el pago o el cumplimiento de lo que el recurrente reconoce deber. Sólo los abogados en ejercicio podrán ser apoderados; si el recurrente obra como agente oficioso, deberá acreditar la calidad de abogado en ejercicio y ofrecer prestar la caución que se le señale para garantizar que la persona por quien obra ratificará su actuación dentro del término de tres (3) meses; si no la ratifica, se producirá la perención del recurso o recursos, se hará efectiva la caución y se archivará el expediente".
