Autorizar el tráfico ferroviario todos los días las veinticuatro (24) horas del día en los municipios de Bosconia, Algarrobo, Fundación y Zona Bananera, para el transporte del carbón represado y que se produzca en los municipios de Norte de Santander cobijados por la declaración de emergencia, mientras permanezca cerrada la frontera con la República Bolivariana de Venezuela y por el término en que se prolonguen sus efectos.
