º COMPETENCIA. De conformidad con el literal a) del artículo 3º de la Ley 135 de 1961, modificada y adicionada por la Ley 30 de 1988, el Instituto Colombiano de la Reforma Agraria, INCORA, en su condición de administrador a nombre del Estado, de las tierras baldías de propiedad nacional, adelantará su titulación mediante el trámite que señala el presente Decreto.
